This is a Reiki empowerment symbol called Chokuray.  It means, place the power of the Universe here.  In this case it means place the power of the Universe in my hands whilst I'm giving Reiki Healing to myself or others.  Universal energy is something everyone can tap in to, it's just a question of knowing or sensing how to do it.  Universal energy has power and limits beyond our comprehension and completely transcends our beliefs.  It's a beautiful thing.
